uh... i am 14 too.. have you checked out delias.com ? they have some really good bathingsuits. you should pretty much for a top get a halter or string one, they will accentuate your bust, and a pattern will to, polka dots, horizontal stripes... for a bottom you could get a skirtini to show off your "nice but" or boy shorts, because they have a lot of coverage, but make you look good. ae.com and alloy.com have some good ones too.

Theyre all cute and very affordable and come in any size, and you can mix and match sizes, so if you have no boobs you can get a small top and maybe a medium bottom. if you want to check them out just go to target.com

Get a bikini top that has stuff on it, whether it be stripes or bling, somehting that will give the illusion of a fuller chest since a solid just accentuates the smallness.

Go for a bandeau top if you're on the petite side. They definitely flatter a smaller bust. Try American Eagle, Delia's, and Target for that type of suit. Otherwise stick with a top with detailing on the bust area that will enhance without adding any padding or pushup. It sounds crazy but target has alot of good bathing suits, they also have pads in them, that you can take out, but make your chest look a ittle bigger. If you feel uncomfortable try any store that sells bikinis, pads help for flat chests :)
