I just can't grasp the difference between these two. It seems like it's the same effect: some pieces are shorter than others.

It's not the same effect at all. Go to ouidad.com. They have a video of the carving/slicing method. Carving would be for more coarse, tightly curled hair. Slicing is for finer, looser curls.

layers are going to be uniform horizontal sections in graduating lengths, when some one goes in and slices or carves at you hair, the movement is more vertical...a more shaggy look...less like a traditional hair cut...it's a fresher, trendy thing the layers are more classic.

Layering means that your hair will be cut in even levels if you like, carving means that some of the thickness will be removed from your hair and slicing means that it gives an A symmetrical look e.g. longer in some parts than others, hope this helps you out.
